Turn a solicitation reading pack into an effort brief

Find missing instructions and size the reading, drafting and review work separately.

A thick solicitation is not a reliable estimate of proposal effort. Build a work-package view after establishing the current document set. This companion to the reading ledger helps you ask for a specific kind of support instead of asking someone to “handle the RFP.”

Freeze the source set before estimating

Record which notice, instructions, attachments and amendments the team is using. Check due dates, question deadlines, required forms and submission routes in the source. If two documents conflict, assign a clarification action; do not choose the version that is easiest to write against.

The worksheet accepts short planning labels only. Keep the actual source files in your approved document system. An open source question is a gate in the work plan, not a detail to bury in a writing estimate.

Separate reading, writing and review

Put each response package on its own row. Enter your assumptions for reading and research, drafting and coordination, and review or assembly. These are your planning inputs, not standard industry production rates. A provider may need to revise them after seeing the full approved source set.

Review effort should include time for the people with authority to resolve comments. A deadline that leaves no decision time can create a bottleneck even when enough writing hours exist.

  • Identify the source that creates the work.
  • List dependencies before a draft can begin.
  • Name the role that approves the final content.
  • Mark unclear instructions before assigning a firm delivery date.

Ask for the right help at the right point

An instruction review can resolve the response structure before a writer drafts. A gap review can identify missing source material. A writing engagement can then be scoped to agreed packages. Final review and file assembly can be separate tasks with different owners.

FAR 15.304 ties evaluation factors to the solicitation; it does not establish a universal proposal service package. Use the actual factors and instructions when describing what must be checked.

Read the fictional 19-hour plan

The example contains three invented work packages. Their entered reading, writing and review assumptions add to 19 hours. That number is a demonstration of the worksheet arithmetic, not an estimate for your solicitation or an FBP quote.

The pricing package has an unresolved instruction gate. Adding more writing time will not resolve a missing pricing attachment. Give that question an owner before treating the schedule as agreed.

Define what an amendment changes

When an amendment arrives, identify which rows are affected: source reading, approach, staffing, pricing, form completion or final review. Preserve the original assumption and agree the revised work rather than silently absorbing a new deliverable.

Export a dated brief for the discussion. A useful outcome can be a bounded instruction review before a wider writing project, especially when the source set is incomplete.

Build your local planning brief

Make a bounded planning brief, then download it for your own review. Use role labels and nonsensitive references rather than names, credentials or source documents.

Review the brief before requesting support

  • The current amendment set is identified.
  • Reading, writing and review assumptions are separate.
  • Missing instructions have an owner and a next action.
  • Provider scope changes are agreed when the source changes.
